As artificial intelligence drives an unprecedented infrastructure boom, communities across America are being asked to absorb the costs of a digital future they never voted for.

For years, we were told the digital economy was clean, weightless, and largely invisible. Data lived in "the cloud." Technology seemed detached from the physical world.

But there is no cloud.


Behind every AI query, streamed video, online purchase, and social media post sits an enormous physical infrastructure network built from land, water, electricity, concrete, steel, and increasingly, political influence.


In this episode of Exposure Points, Stuart Day explores the rapid expansion of hyperscale data centers and asks a question few political leaders seem willing to entertain:

Who benefits from this buildout, and who pays the price?


The Infrastructure Behind Artificial Intelligence

When most people hear the term "data center," they imagine a warehouse filled with computers.


The reality is far larger and far more industrial. 

Modern hyperscale facilities require dedicated substations, transmission upgrades, cooling systems, backup generation, water infrastructure, road improvements, and extensive security systems. Some proposed projects now rival cities or in some cases entire states in terms of their footprint of electrical and water demand. 


As artificial intelligence accelerates demand for computing power, communities across the country are being asked to host developments unlike anything previously seen in the digital economy.


The questions that follow are straightforward:

Where does the electricity come from?

Where does the water come from?

Who pays for infrastructure upgrades?

How many permanent jobs are actually created?

And who bears responsibility if long-term costs emerge years after the ribbon cutting ceremony?


A Familiar Industrial Pattern

While the technology may be new, many communities recognize the development model.

Throughout Appalachia and other industrial regions, residents have watched similar patterns unfold around fossil fuels, petrochemicals, manufacturing projects, and large-scale energy infrastructure.


Developers often begin discussions long before the public becomes aware a project is under consideration. Relationships are built with economic development agencies, utilities, consultants, attorneys, and elected officials. By the time residents learn about a proposal, substantial momentum may already exist.

Communities are then presented with projections of economic growth, tax revenue, and job creation.


Some of those benefits may be real.


The challenge is that citizens are frequently asked to evaluate complex projects under significant time pressure while operating with limited information and limited leverage.

As a result, many residents leave public hearings feeling less like participants in a democratic process and more like observers of decisions already made.


Water, Energy, and Physical Limits

The expansion of artificial intelligence is also creating a conversation that extends far beyond technology.


Large data centers require enormous quantities of electricity and substantial cooling infrastructure. Depending on design, facilities may consume significant amounts of water while operating continuously around the clock.


  • Those demands raise practical questions for communities and policymakers:

  • What happens during drought conditions?

  • How should industrial demand be balanced against residential demand?

  • Who pays when utility systems require expansion?

  • What obligations should companies have to the communities hosting these facilities?


These are not anti-technology questions.

They are basic governance questions associated with any major industrial development.


The Zoning Question

One of the most important lessons emerging from the data center debate is the importance of local planning.


Many rural municipalities have little or no zoning, while others operate under ordinances written decades before AI infrastructure existed.


Without modern land-use frameworks, communities may have limited ability to address issues such as:

  • Facility siting

  • Setbacks from homes and waterways

  • Noise and lighting impacts

  • Water protection standards

  • Emergency response planning

  • Decommissioning requirements

  • Traffic management


The conversation is not necessarily about prohibiting development.

It is about ensuring communities retain meaningful influence over projects capable of reshaping the places where people live.


Jobs, Investment, and Economic Reality

Perhaps the most powerful argument in favor of these projects is economic development.

Yet the economic picture is often more complicated than public announcements suggest.

Construction phases can generate substantial temporary employment. However, the number of long-term permanent jobs created by hyperscale facilities is often far smaller than the scale of the infrastructure itself.


Communities therefore face a more difficult question than simply "How much investment is coming?"

They must ask:

  • What is the net public benefit?

  • How much public infrastructure is required?

  • What incentives are being offered?

  • What liabilities remain decades into the future?

  • And how much of the value generated stays in the community itself?


Those questions become especially important in regions with long histories of industrial development, where promised prosperity has not always matched long-term outcomes.


Why This Feels Different

Data centers are not simply industrial facilities.

For many people, they have become symbolic.


They are the physical manifestation of a future increasingly shaped by algorithms, automation, artificial intelligence, and institutions operating at enormous scale.


Unlike previous generations, where the infrastructure of the digital economy remained largely invisible, communities can now see the substations, transmission lines, industrial campuses, and land conversion associated with technological expansion.


That visibility is forcing a broader conversation about consent, accountability, and democratic participation.


Not whether technology should exist.

But how society chooses to build it.


The Larger Question

There is no realistic future without digital infrastructure.

Hospitals depend on it.

Emergency services depend on it.

Modern commerce depends on it.

The question is not whether data centers should exist.

The question is whether communities should have meaningful power over how they are developed, how costs are distributed, and how benefits are shared.

As artificial intelligence reshapes society, the debate surrounding data centers may ultimately become about something much larger than technology itself.

It may become a referendum on whether growth, efficiency, and scale remain the primary values guiding development—or whether democracy, transparency, public health, and long-term stewardship deserve equal consideration.

That conversation is only beginning.
